The badge is for specific VPN (virtual private network) apps for consumers and was announced on theAndroid Developers blog.
Any VPN app with the new badge adheres to Play safety and security guidelines and has completed a Mobile Application Security Assessment Level 2 validation. The app must also have at least 10,000 installations and 250 reviews, while being published on Google Play for 90 days.

There are other criteria to earn the Verified badge on a VPN app. For example, app developers must also opt in to an independent security review and provide encryption in transit.
Some of the apps that have already earned the Verified badge include Nord, hide.me, and Aloha Browser.
The Verified badge is displayed on the app’s detail page and search results. Google is also planning additional ways to showcase the Verified VPN apps throughout the store.
